Das betreffende Personalmitglied, die entsendende und die aufnehmende Einrichtung/Organisation treffen eine „Mobilitätsvereinbarung“ über das zu absolvierende Lehr- oder Fortbildungsprogramm.
In der Mobilitätsvereinbarung werden die Bestandteile des Lehr- oder Fortbildungsaufenthalts im Ausland festgelegt, wobei die entsendende und die aufnehmende Einrichtung/Organisation gemeinsam für die Qualität der Mobilitätsphase verantwortlich sind.
