Inter-institutional Agreements

Inter-institutional agreements can be signed between two or more higher education institutions (HEIs). By signing an inter-institutional agreement, the institutions involved agree to cooperate on the exchange of students and / or staff in the framework of Erasmus+.

They mutually commit to respecting the quality requirements of the Erasmus Charter for Higher Education in all aspects of the organisation and management of mobility, and agree on a series of quantitative mobility targets, cooperation conditions and qualitative measures to ensure mobility of high quality and impact.

HEIs must sign an inter-institutional agreement before any mobilities take place.

Requirements

For intra-European mobility

This means mobility between HEIs in EU Member States or third countries associated to the Erasmus+ programme.

Both or all institutions must be holders of the Erasmus Charter for Higher Education.

International mobility (worldwide)

This means mobility between HEIs in EU Member States or third countries associated to the Erasmus+ programme, and third countries not associated to the Erasmus+ programme.

  • HEIs in EU Member States and third countries associated to the Erasmus+ programme must hold the Erasmus Charter for Higher Education
  • HEIs in third countries not associated to the Erasmus+ programme must agree to the principles laid down in the Charter via the inter-institutional agreement

Digitalisation of agreements

As part of the European Student Card Initiative and the efforts to promote simpler and environmentally friendly practices in Erasmus+, the inter-institutional agreements (IIAs) are moving from paper to digital format. The digital IIAs are progressively being rolled out, starting with IIAs for bilateral intra-European mobilities. Higher education institutions with enquiries about procedures related to inter-institutional agreements should contact the responsible Erasmus+ National Agency in their country.
