They mutually commit to respecting the quality requirements of the Erasmus Charter for Higher Education in all aspects of the organisation and management of mobility, and agree on a series of quantitative mobility targets, cooperation conditions and qualitative measures to ensure mobility of high quality and impact.
HEIs must sign an inter-institutional agreement before any mobilities take place.
This means mobility between HEIs in EU Member States or third countries associated to the Erasmus+ programme.
Both or all institutions must be holders of the Erasmus Charter for Higher Education.
This means mobility between HEIs in EU Member States or third countries associated to the Erasmus+ programme, and third countries not associated to the Erasmus+ programme.
As part of the European Student Card Initiative and the efforts to promote simpler and environmentally friendly practices in Erasmus+, the inter-institutional agreements (IIAs) are moving from paper to digital format. The digital IIAs are progressively being rolled out, starting with IIAs for bilateral intra-European mobilities.
