Objectives
This call for proposals under Erasmus+ aims to establish one 4-year Framework Partnership Agreement (FPA) with one consortium of European stakeholders - a Coalition’s managing body to run, steer and implement its activities.
One of the tasks of the consortium is to build a governance structure which would ensure ongoing representation of the whole Coalition. This shall be guided by the principles set in the Memorandum, the Coalition’s founding document, and the conclusions from the launch event held in Brussels on 22-23 September 2026.

Questions and answers
Why must the consortium include at least 5 independent entities from 5 different eligible countries? How does this match the ambition of a European Coalition to cover all Erasmus+ programme countries?
This requirement ensures a minimum level of geographical representativeness in the consortium that will manage and steer the Coalition. The consortium and the Coalition are not the same: the consortium is the group of entities applying for the grant to act as a managing body, while the Coalition is intended to become a broader multistakeholder network involving actors from all eligible Erasmus+ Programme Countries.
The requirement for 5 entities from 5 different countries is therefore not intended to limit the initiative to a small number of countries. Rather, it is intended to ensure that the managing body is built from the outset on a transnational European basis, reflecting the Coalition’s wider ambition. The principles of how Coalition will work in the future have been set up in the Warsaw Memorandum [pdf].
Is the scope of the Coalition’s work limited to reading literacy?
The Coalition takes a broad understanding of literacy, as defined in the Warsaw Memorandum [pdf]. Literacy is understood as multidimensional, multimodal and lifelong. It includes the ability to identify, understand, interpret, create and communicate through written, spoken, visual, audio and digital materials. Because of this multidimensional, multimodal and lifelong nature, literacy is shaped by a wide ecosystem of actors, including education, culture, youth, social, health, civic and economic stakeholders.
The Coalition will focus on literacy in the broad sense defined by the Warsaw Memorandum and therefore will engage relevant stakeholders across sectors that help shape it.
